Here is a list of resources I have found helpful for the Ruby language (not including Rails in this post):

http://www.rubygarden.org/ - Ruby Garden, a wonderful Wiki and blog about Ruby with lots of great resources and links
http://dmoz.org/Computers/Programming/Languages/Ruby/ - The Open Directory category for Ruby, with a wonderful amount of information
http://www.pragmaticprogrammer.com/titles/ruby/index.html - The Pragmatic Programmer's Guide to Ruby, a great book on Ruby, with an online edition as well
http://www.rubycentral.org/ - Ruby Central backs Ruby financially, but this site also contains some useful information
http://www.rubycookbook.org/ - The Ruby Cookbook, this site was having some technical difficulties when I went to it, but it looks like a fairly informative site
http://www.rubygarden.org/ruby?RubyUserGroups - A section on Ruby User Groups on Ruby Garden, find a local group in your area!
http://ruby.brian-schroeder.de/ - A Ruby a Day, a blog site dedicated to Ruby
